Graz, Austria 1963. The well respected local politician and land owner Franz Murer is on trial. He is accused of having committed war crimes in the ghetto of Vilnius during the years 1941-43. Survivors of the mass murder arrive to testify and see justice done. The Ministry of Justice eventually reaches a decision. It is one of the greatest scandals of the Austrian justice system - and a timeless, shattering example of political calculation.
